VNI Fonts (VNI free fonts ~ 950KB): http://www.vnisoft.com/download.html
Instructions: Click the above link. Enter your name, email address,
any post code, then click on download fonts. You will be linked
to a page giving you options of how the file will be downloaded.
Choose ftp, as it is generally a litttle faster. For your convenience,
save the file (setupvni.exe) on your desktop. Download will take
a few minutes. Once download is completed, double click the file
and follow the instructions.
 VPSs Fonts
VPSKeys ~ 1.28MB): http://www.vps.org
Instructions: To download VPS fonts you will need to download VPSKeys.
This file will install the relevant free VPS fonts as well as a
free program to type in Vietnamese. Click on the above link and
choose the "latest version". Download this file to your desktop.
The download will take a few minutes, depending on your internet
connection. After the download is complete, double click the file
(vpskeys4x) and follow the instructions.

UniKey is a very small and easy-to-use Vietnamese keyboard for Windows.
UniKey is free and open-source. You can freely use UniKey under
